English Councils Plan to Sell Off Social Clubs and Leisure Facilities to Balance Books

Based on a latest survey of local authorities, UK councils are planning to sell social clubs, athletic facilities, and shopping arcades as they bet on a rapid disposal of assets to balance the books.

Growing Financial Pressures Drive Asset Sales

The Key Cities Group representing major urban areas in the UK stated that six out of ten of local authorities are planning to sell assets to meet the escalating costs of adult and children’s social care.

Local governments have previously faced criticism for disposing of public land and land to shore up their finances, but they contend they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

This coalition noted that a high proportion of authorities attempting to generate funds from a fire sale of holdings marked “a distinct shift from 2024, when the largest share (six in ten) of municipal officials stated they would focus on service redesigns and using savings to manage increasing financial challenges.”

Detailed Cases of Proposed Sales

One local authority in Kent said its property management strategy included the disposal of a shopping centre in a local town and a social club in Rochester to raise 20 million pounds over five years.

  • A local golf course and business parks held in two English counties, which all generate rent for Medway council, will also be sold under the strategy.

Council Tax Increases and Broader Fiscal Strains

This research of councils in the coalition, which covers several urban centers, also found that more than 70% of councils will have to raise council taxes next spring to cover the rising cost of essential services, increased rates of housing insecurity, and a persistent housing shortage.

Medway council explained it will proceed with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting creative strategies but certain measures require time to deliver both better provisions and financial savings,” said a council leader.

He added: “We face population challenges which will persist to add to the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

National Trends and Projections

Research of county councils recently also found council budgets being strained by the increasing figures of young people and older individuals requiring Send support.

The County Councils Network said that local shortfalls will reach 4.4 billion pounds a year by the end of the decade, as they grapple to manage increased demand.

Ministers have delayed scheduled changes to the special educational needs framework until the coming year after a policy document setting out those changes has been postponed.

Deprivation and Financial Shortfalls

Based on the most recent deprivation measures (IMD) for UK local authorities, many participating urban areas were included in the most disadvantaged in the country.

  • “Member cities like several major towns rank in the most deprived 30 nationally under the 2025 IMD measures,” said the report.

“Although only a single urban area is in the top 10 for deprived neighbourhoods nationally, urban areas are far more likely to be in the most deprived fifth of England. The figures highlights the extent of challenges facing municipal officials across major urban centers in the next twelve months,” the report concluded.

“Council officials have been explicit about the need for a equitable and lasting financial structure that reflects and responds to the real levels of disadvantage and need,” stated a council leader.

“Without this, councils will persist to face difficult decisions around which essential services to fund, and which to cut, to the detriment of their residents.”

One in five of local authorities have reduced or weakened care services in the past 12 months, the survey found.
